Main target:

Supply security capabilities continue to improve. The country's total energy production reached about 4.98 billion tons of standard coal. Coal production has stabilized and increased, crude oil production has stabilized at more than 200 million tons, and natural gas production has maintained a rapid increase. The installed power generation capacity has reached about 3.17 billion kilowatts, and the power generation capacity has reached about 9.96 trillion kilowatt hours. The transmission capacity of "West-to-East Power Transmission" continues to improve.

The energy structure continues to be optimized. The proportion of non-fossil energy power generation installed capacity has increased to about 55%. Wind power and solar power account for more than 17% of the country's power generation. Natural gas consumption has increased steadily, the proportion of non-fossil energy in total energy consumption has increased to about 18.9%, and the proportion of terminal electricity consumption continues to increase.

Continue to lay a solid foundation for energy security:

Improve the stability and regulation capabilities of the power system. Issuing and implementing relevant policies to guide the transformation and development of thermal power. Promote the integrated joint operation of coal and coal power, rationally deploy supporting and regulating coal power, accelerate the construction of regulated coal power projects in provinces with greater power supply pressure, and strive to put them into operation as soon as possible. Promote decommissioned units to be converted into emergency backup power sources in compliance with requirements. Reasonable planning and construction of peak-shaving gas and electricity in areas with guaranteed gas sources, affordable gas prices, and large demand for peak-shaving. Deeply implement the "Guiding Opinions on the High-Quality Development of Distribution Networks under the New Situation" and improve the support and comprehensive carrying capacity of the distribution network. We will strengthen early warnings on the balance of power supply and demand during summer and winter peaks, ensure power supply through "one province, one policy", and increase supervision and guidance in areas with tight supply and tight supply. Optimize the mid- and long-term development planning and layout of pumped hydro energy storage. Promote the diversified development of new energy storage and strengthen policies and measures to promote the grid connection and dispatch operation of new energy storage. Strengthen local and corporate responsibilities and promote power demand-side resources to participate in demand-side response and system adjustment.

Promote energy technology innovation:

Accelerate energy technology research and achievement transformation. Relying on the strategic scientific and technological strength in the energy field to promote innovation in key technical equipment, organize the application and evaluation of the fourth batch of the first (sets) of major technical equipment in the energy field, and accelerate demonstration applications. We will do a good job in the mid-term evaluation and task adjustment of the gas turbine innovation and development demonstration project to ensure that the demonstration task achieves actual results. Continue to promote major nuclear power projects. Organize and implement the Science and Technology Innovation 2030-"Smart Grid" major project and "Renewable Energy Technology", "Clean and Efficient Coal Utilization", "Hydrogen Energy Technology" and other national key research and development plan projects in the energy field. Conduct in-depth demonstrations of major scientific and technological projects in coal, oil and gas and other fields.
